Bar, Restaurant, and Beverage Rules and Regulations

On behalf of the Honesdale Golf Club and Board of Director's, I would like to share with you our new updates we received from Governor Tom Wolf and Secretary of Health Dr. Rachel Levine. The Governor executed new orders for targeted mitigation efforts in response to the recent rise in COVID cases, influencing the decision for statewide mitigation efforts for bars and restaurants, gatherings and telework. The new orders took effect at 12:01 a.m., Thursday, July 16, 2020.

As of Wednesday, July 22, 2020, The Pennsylvania Liquor Control Board and the Department of Health, issued clarified guidance on how licensed bars, golf clubs, and restaurants should operate during the statewide, targeted mitigation efforts.

As of today, our hospitality team have all been instructed to follow these rules and regulations precisely, as we cannot put our golf club in any type of negative situation. Failure to comply with these rules and regulations may result in suspension of our licenses or the payment of fines to our team and/or Golf Club.

The clarified guidance for licenses establishments (Honesdale Golf Club) includes the following new rules and regulations:

  1. Sales of alcohol for on-premises consumption are only permissible as part of a larger transaction that includes a meal purchase. The term “meal” is defined in section 406 of the Pennsylvania Liquor Code as “food prepared on the premises, sufficient to constitute breakfast, lunch or dinner.” The definition expressly states that a snack, such as pretzels, popcorn, chips, or similar food, does not meet the definition of a meal.
  2. A member who wishes to consume alcohol on premise must also purchase a meal; a group of members who wish to consume alcohol on premises may do so as long as a meal is part of the purchase.
  3. Additional drinks may be purchased while you are consuming the meal, but no further drinks may be purchased after the meal is finished.
  4. Bar service of food and/or alcohol is prohibited.
  5. Licensees that are located at golf courses (Honesdale Golf Club) were previously informed that they may provide alcohol service to individuals playing golf. While that remains true, the additional guidance on the targeted mitigation efforts notes that golf courses may not allow golfers to consume those alcoholic beverages in locations where people may congregate such as picnic tables or patios, unless that specific sale of alcohol is part of a larger transaction that includes a meal purchase by the customer or by a member of the group and all the other requirements for such purchases are met.
  6. For restaurants and bars, social distancing, mask-wearing and other mitigation measures must be employed to protect workers and patrons. In addition, occupancy is limited to the following at Honesdale Golf Club: 15 people in the bar, 40 people in the dining room (Limited to 25 per party), and no more than 250 people outdoors. The maximum occupancy limit includes staff.

The Restaurant and the Bar will be open for take-out only during operational hours. All drinks must be consumed on the property of Honesdale Golf Club. Please call 570-253-5616 to place your orders. Gratuity will automatically be added to your order for less interaction. All orders may be picked up near the glass sliding doors on the deck.

All members and guests are required to wear masks while being in, around, or walking through the club house. You do not have to wear a mask while golfing, eating, or drinking.
